  Dear All,

I completely concur with Joseph Paul. I did had that point in mind but somehow got off hand. Yes!! hypocritical politics and corruption by the ruling class and some strategically positioned professionals have let us down. Politicians and their lot taking advantage of the majority of population who are poor and semi to illiterate promising the impossible just to get voted in. The former hardly had the power to get them accountable. I hope this is going to change in the near future as today's Tanzanians are not likely to be fooled about by cheap politics anymore. Thank God for the contribution of Communication Information Technology (CIT) TV, Radio and the handset though tinny but mighty in providing instant information.to semi-urban and some rural population who would otherwise be left out on the national news and development processes.

  Eutropia Mwasha has enumerated all priority areas that need to be exacted urgently but has left out the most important determinant, the 'POLITICS'. It is lack of National Ethic for an integral national development with

an emphatic social agenda constructed on ethical regulatory framework free from denial and cover-up syndromes. The Nation leadership ought to be responsible and accountable to the people with just laws and fare development programs in the use of the wealth of this nation. There ought to be no room for BIGOTRY in our new Constitution but democracy, human rights and the rule of law should be the praxis of politics in the new development agenda.

  Dear All,

My contribution towards the above topic in relation to "What strategies and interventions should be employed to unleash the growth potentials in Tanzania?" I have the following views.

Strategy I. Review Education Policy: Have in place a comprehensive and inclusive education policy. An educated population has the capacity to understand, analyze and participating effectively in the various development challenges and processes. The current education policy needs to be reexamined in many aspects such as the quality of education, the educational infrastructure, inclusiveness of the different stakeholders and their needs to match the domestic, regional and extra regional development agendas and arenas.

Strategy 2. Increase Investment in Agriculture and Coordination with other key sectors: Agriculture remains the core of the economy even at the dismal level of investment. The potential of this sector is huge regarding available arable land, irrigation potential, livestock resource, fresh water and marine resources, a substantial resilient high number of producers (farmers), local professionals and technical experts, locally developed technology etc. However, the sector cannot make progress on solitary basis. It needs other sectors to edify it. These include sectors such as infrastructure, transport, communication, trade and commerce, health, financial, health and the resource sound private sector.

Strategy 3. Re-access the Natural Resources utilization: The wealth of abundant natural resources need to be better utilized to reduce poverty. The minerals, natural gas, forests land, water, marine resources are yet to be shared more equitably such that they touch more if not all citizens. The existing general dissatisfaction on the mishandling of these resources to the detriment of national development needs to be addressed. A more transparent accountable and stakeholder involvement approach notably the local communities is likely to reduce the existing discrepancies.

Strategy 4. Improve and develop infrastructure: The country has profound established infrastructure that has been inefficiently operated. The crippling performance of the railways, harbor, air system and the complacency towards furthering their development needs to be reversed. Efficient movement of people and goods and services is highly dependable on effective and efficient operating infrastructure. Very important too is infrastructure that relates to food storage and preservation should be in place as this is vital if food security is to be achieve.

Strategy 5. Develop Reliable Energy: Energy is critical for any nation to develop. there is no way progress in development can be achieved without reliable energy in place. Energy impacts on all sectors. Resources to generate energy in Tanzania are numerous such as water, solar, geothermal, wind, bio-fuels from plants and livestock. To-date, water is by large the source of energy generation and yet not fully utilized. There is need to explore into other sources in order to augment the prevailing deficiency.

Strategy 6. Increase trade and commerce opportunities: Trade and commercial activities should be given impetus at the domestic, regional (East African Community, Comesa, SADC), inter Africa and other developing countries. The conventional trade partners Europe, are in economic crisis and besides, the terms of trade are too stringent, over protective and restrictive.

Strategy 7. Expand and improve communication: Efficient communication has profound impact on development. The reception of reliable timely information paves way to making informed decisions by stakeholders and thus impact positively on the overall national development agenda.

For today I end here expecting to make my next contribution on the second question on "What are the growth drivers in the country?" sometime soon.

Development administration denotes activities of government that

foster economic growth, strengthen human and organizational capabilities, and

promote equality among citizens in the distribution of opportunities, income,

and power (Esman, 1991, 1974: 3). Experience in Africa and other developing

countries, however, indicates that success in the execution of development programs

has often been held back. From the above text one gets a lesson that Tanzania is held back to development due to over centralization. The people don't candidly own the agenda for development as its a top-bottom approach. However, who argues against the notion that even the national leaders and administrators receive policies crafted in Washington and elsewhere in the metropolis and institute them without adaptation for fear of losing an opportunity to aid. Hence, growth is obstricated with these unplanned policy shifts and priorities which eventually do more harm than good in development of welfare to ordinary people in Tanzania. Whose agenda is a millennium development goal? Is the unleashement talked about going to be extracted from which basket of funds? Tanzania, in the context of today we should rethink the way of indegenization of our development but the aspirations of developed countries model both for production and distribution does not function. The views of one writer,that Africa`s post Independence has seen a replacement of colonial governors with colonial ambassadors makes sense in Today`s Tanzania. Distributive justice in the given ecology of public administration and social systems of family cronies at the expense of national developement is not cconducive for the poor to take off.

  I dont know what have happened to us Tanzanians, We dont know what are good for us anymore, we have lose every thing we once own and transfered our ownership to people so called investors. The problem we have now is that we have employ politics in every issues even those sensitive to our economy and welbeing as a nation, I think the Mining Act should be revised but we need serious commitment of our people in managing these resources, just take a little example of how fool we are, currently we are complaining on eletricity problems but Extraction of natural gas for production of electricity (Mnazi Bay- Mtwara) is done by foreign investors, the same is sold to another company (owned by foreign investors) which the transmission is done and there after sold to TANESCO before conncted to the National GRID, Why didnt TANESCO Empowered to extract, transmit and connect them to our national GRID,

Where are these politisian take the nation to, everything now is project with personal interest in it, Review of MNining Act itselve will solve nothing if there is no seriousness and commitment of Tanzanians to ensure that our natural resources especially minerals benefit all of us and not politicians and foreign investors only.

  Unleashing the potentials of growth in Tanzania.Its quite appealing interms of the framing.However, efforts made at independence to africanize and decisively to lead the national agenda of developement for all is no longer in existence. The argument ,I am raising is that the growth potential can not be unleashed to the vulnerable poor in the present mode of production which we are embracing. In the market economy with whatever modifications interms of welfare, the survival is of the fittest and if possible the biblical narration fits "unto him who has shall be given".Therefore, its of no application in the current mode of production in Tanzania. Nevertheless, the solution is to reduce the distance on where one can access the national cake.what is this? This implies that let the local government authorities assume a role of managing the local finances and plan the expenditures. D by D if can be given a political commitment, one would expect to see some lights at the end of a tunnel interms of distributive justice. Institutionalization of D by D can invariably increase citizens` power to demand for the fruits of independence.The present day governance structure is bifurcated and urban bias policies are made because elites making these policies are dwellers in urban corridors.What about my old mother in the  village at kasharunga?Can she really feel to have an enjoyment of national cake as elites enjoy in urban areas? Therefore, any growth should be starting with the poeple and ending the people themselves in order to keep low the parasites like what happens at the national level government.

I used to work at NDC abd then at NCI. At the NDC the liganga Iron and Steel and Mchuchuma Coal projects were being pushed by a Hungarian Metallurgical Engineer Mr Zigovitch then came our own Mr Mwakisopile Russian Trained Metallurgical Engineer next came my good friend The Late Mr Njari ex STAMICO where he was the chief Geologist. At STAMICO Mr Njari came up with the article Tanzania's Golden Future that was after essay result of exploratory drilling of the Biyankulu showed a n ore content of about 25 grammes per tonne of ore the exploratory drilling had been done by another friend Mr Fletcher Msuya an Australian Trained Geologist. We were exited as South African ores contain a max of about 5 grammes per tonne and they are deep up to 3 kilometers making mining very expensive Tz's are almost surface there fore very profitable. However we are surprised to learn that the Tz Gov gets just about 7% of the sales of Tz's gold. It is shocking. Further, I told and convinced the late Njari that the best way to start the Coal project going is through Power generation namerly foring of pulverised coal that would have looked after the question of the coal being highly bituminous and as such liable to cake the fire tubes in conventional firing. We at NCI THROUGH mR aLMASI HELPED the Late Njari to get sponsership for the project which has proven to be viable and profitable, that was way back in the late 198s. We are still wondering what is happening to TZ the Chuchuma power project has not being implemented and that would have long solved the power problem that is being expirenced in Tz secondly there is a. I think people have to be very careful about this Neo Liberal situation that has been forced on African countries. Chile, Brazil Argentina are going back to very prominant State participation in the mining sector. Tanzania shoud do the same there is no way that Anglo can make all those profits and be given Tax holidays to revcoup their investment those mines although they are high in gold content have a life time of just 10-15 years and it will be too late when those guys atart paying Tax. As it is the books of account are very opaque as such nobody really knows how much the investment cost are and what are the profits.

Watanzania msikubali kuibiwa Tz has the human resource to do the job as such get on with it. Nationalise and move on.

  Hi Taknet members,

I have joined the forum recently with the aim of sharing knowledge, skills and experience from the members and in so doing increase the momentum to propel the country’s economic engine even further. I work with NBC Ltd as a senior economist.

To set the pendulum rolling I would like to say that all the topics discussed in the conference embodied valuable ingredients necessary for proper running of this country. In fact up to now we have a huge reservoir of all that is required to make this country run properly i.e. everything is almost documented. What is the problem then? The major problem facing this country is LEADERSHIP i.e. there exist a leadership VACUUM. Let me revisit shortly on the origin of this vacuum. During the first leadership era of Mwalimu Nyerere, the country adopted the policy of Ujamaa & Kujitegemea which every citizen knew about it. The government controlled all economic pillars and in fact all major economic base were established. When the second phase came in under Mwinyi, the government abandoned Ujamaa & Kujitegemea. The linkage between the people and leaders was broken and no effort was done to educate the people on the new path which the government took by then. This is the origin of the vacuum and since then it has not been filled to-date. That is why all the good things that are proposed or initiated by experts and technocrats are not appreciated by these leaders of today.

I think time is now ripe to correct this situation through the KATIBA process which will empower the people of this country. I would therefore like to encourage everyone in this forum to participate fully in this process so that we achieve to remove this vacuum by filling the right people to run the affairs of this country. It is a big shame to remain poor in a country endowed with massive resources.

  So Nyerere was right! We had that Company before named STAMICO meaning state mining Company! But my opinion is, before we think of who is to supervise the mining activities which to me that is not a big deal, the starting point should be " what do we want of our minerals/ natural resources" let us state the objective then let us decided on " how" to reach that objective. For example we could put it in our mining law that " no piece of mineral will be extracted if it is not justified and approved by our parliament that the accrued return is the best in the world at all the times" that allows frequent review of our mining contracts when returns in the world market rises. Deals with low returns as compared to world standard, are immediately nullified!

I rest my case.

  Nyerere was quick to learn the dis-articulated nature of the economy this country inherited from the colonizers. He was also adept at learning the reform path. With Ujamaa,Import Substitution Industries as well as Export Oriented Ones were established. Agriculture was declared the backbone and measures taken to reform and strengthen it. Despite all defects in design that haunted the ARUSHA DECLARATION,this was a visionary and correct approach to reform.

Now that we have lost direction,so much can be said in a bid to get us out of this development quagmire. But unless we learn from UJAMAA and re-think our approach to development,this is doomed to suffer endlessly. With a Neo-liberal assault,Universities are now producing COMMODITIES. Graduates who can`t THEORIZE but ACT. Can you ever expect a UNIQUE model out of this COPYCAT

Tiger economies grew into eminence due to socialist/communist policies. Even Brazil,one of BRICS followed the same path. Ideology has a role to play. Let us be IDEOLOGICAL AND POLITICAL. Let us envision a revolution.

Most of the young generation don't know that Tanzania has already an existing National Mining Company namely STAMICO. It was created in 1970's under the initiative of the late President J.K.Nyerere and I have contributed to its creation. During privatisation the government changed its function. I have myself worked at STAMICO, Dodoma and Madini Office. All mines  were under  STAMICO including exploration work. It is difficult to break any mine contract since these contracts have international implications ( or rather bindings).However, the government can refuse extending the existing contracts.

  I am of the opinion that, individual Tanzanian does not have the resources or guts to spend huge amount of money to invest in developing mining or industries. Let the government to do it on behalf of the people of Tanzania. Let us go back to those good old days of the Father of the Nation, Mwalimu Julius Kambarage Nyerere. He spent all the resources available to take people to schools, colleges, universities be them within or outside the country. Tanzania got quality education during his era. Once in schools, Mwalimu prepared something for his offsprings. He built industries (URAFIKI, MUTEX, MWATEX, SOUTHERN PAPER MILLS, etc, created parastal organizations right from the districts e.g. KYEDECO, , regions IRINGA RETCO, NATIONAL MILLING, TANGA RETCO, etc, national level NATIOAL SHIPPING AGENCIES, TANZANIA FISHERIES RESEARCH INSTITUTE, NATIONAL MINING COPRORATION, etc, along with crop organisations TANZANIA COFEE AUTHORITY, TANZANIA TEA AUTHORITY, etc. All these created job opportunities for his sons and daughters. Then came the Bwana Binafsisha, Ben Mkapa. Today it is a shame. Almost 80% of the privatized companies are not operating. Why??? So let us not dwell more on the past, but we have learnt from it.

>From now on the government should not only build schools and colleges but also should consider where will these graduates finally end?

Tanzanians with good business idea should be encouraged to start industries with government assistance. If possible let the government come up with a business idea and sell to the people or look for joint venture with local Tanzanians. Today University students do not have places to practice what they have leaned. They end up only doing theoretical field work which is very dangerous to the development of this country. Hei Tanzanians wake up the fourth terms

  During Late President Nyerere period of leadership he could not allow foreign investors to mine our nutural resources like minerals. He had planned to train local people first who would use their knowledge to exploit the minerals. What has happened now with trained Engineers in good numbers. Foregners are investing in mining and employing our trained Engineers to help them exploit our minerals.

It high time to review the Mining Policy in Tanzania that such hiden resources be mined to benefit the indegenous people.

   The problem in Tanzania is that most of the economical minerals are mined by International Mining Companies.These companies would like to make profit and don't think about developinng Tanzania. If Tanzania is only waiting for royality that is very low, it can't efficietly use its mineral potential to develop its country. We have been saying for many years now and none is listening to us.

The government has to put in place a Professional Geologist as a Minister for Energy and Minerals. There is already one MP with such a qualification. It has to mine coal as a source for energy and export some to other countries(African countries).Concluding remarks of Prof.Mbelele are to be followed especially the review of the mining act 2010
